The “We Belong Africa” programme is designed to support state entities in sub-Saharan Africa to become increasingly accountable and responsive to, and inclusive of, LGBTI people and young key populations, which in turn will contribute to better laws, more responsive public sector services, and social norms that affirm these populations’ perspectives, needs and rights. The consultancy consisted of the revision of the existing results matrix and the implementation of a MEL framework. Indicators were defined and data collection tools were designed and implemented. In 2022, 2023 and 2024 annual outcome harvesting research was conducted using the data collected through the MEL system.

Project Scope:

The “We Belong Africa” programme is developed in 2021 and implemented from January 2022 until December 2024. The programme is implemented in the following countries in Southern Africa: DRC, Côte d’Ivoire, Namibia, Kenya, Zambia, Mozambique, Angola and Zimbabwe. UNDP staff and implementing partners in all the countries, were involved in the MEL consultancy.

Result:

The result of this monitoring initiative within the “We Belong Africa” programme included strengthened accountability and enhanced evidence-based decision-making to promote the inclusion of LGBTI people. By revising the results matrix and implementing a Monitoring, Evaluation, and Learning (MEL) framework, the programme can systematically track progress through well-defined indicators and robust data collection tools. The annual outcome harvesting research from 2022 to 2024 provided a wealth of data on the programme’s impact, enabling stakeholders to identify successful interventions, adjust strategies where needed, and advocate for more inclusive laws, policies, and social norms that protect LGBTI rights.
